KYIV Rebuilding war-ravaged Ukraine will cost an estimated $588 billion, nearly three times the country’s pre-war gross domestic product (GDP), according to a joint assessment led by the World Bank in partnership with the United Nations, the European Commission, and the Ukrainian government.
The updated figure reflects the cumulative destruction since Vladimir Putin launched Russia’s full scale invasion of Ukraine in February 2022. The report provides one of the most comprehensive breakdowns to date of the war’s economic and infrastructure toll.
Housing and Energy Among Hardest Hit
The assessment identifies housing as the most severely affected sector, accounting for a significant proportion of total damage. Millions of residential units have been destroyed or damaged, displacing families and increasing humanitarian pressures.
Ukraine’s energy sector has also suffered repeated strikes, particularly on power plants and transmission infrastructure. These attacks have triggered widespread electricity shortages, especially during winter, heightening risks to public health and economic productivity.
Transport networks including highways, railways, bridges, and ports have been heavily impacted, disrupting trade routes and complicating the delivery of humanitarian aid. Schools, hospitals, and agricultural assets have likewise sustained extensive damage, further straining public services and food supply chains.
Reconstruction Cost Nearly Triple Pre-War GDP
Before the invasion, Ukraine’s GDP was estimated at roughly $200 billion. The $588 billion reconstruction projection underscores the extraordinary financial burden facing Kyiv and its international backers.
The report stresses that rebuilding efforts must extend beyond infrastructure replacement to include governance reform, institutional strengthening, anti-corruption safeguards, and alignment with European regulatory standards priorities that align with Ukraine’s ongoing European Union accession process.
International partners have already committed tens of billions of dollars in emergency budgetary and humanitarian assistance. However, development experts caution that long-term recovery will require sustained multilateral financing, private investment, and carefully sequenced reforms over the next decade or more.

The scale of Ukraine’s reconstruction needs carries significant implications for global economic stability. European governments face continued fiscal commitments, while global markets remain sensitive to disruptions in Ukraine’s grain exports and energy transit infrastructure.
